The Minister for Government Communications, Felix Kwakye Ofosu, has revealed that former Health Minister Kwaku Agyeman-Manu has been arrested and is facing criminal prosecution over high-profile, pandemic-era contracts.
Speaking in an exclusive interview with JoyNews, the Minister debunked the widespread public perception that the former official was “walking free” despite the controversies surrounding his tenure.
He clarified that a rigorous legal process has been underway behind the scenes since the latter part of last year.
According to the Minister, the state’s case against Mr. Agyeman-Manu is built on two primary pillars that triggered national outrage during the COVID-19 era:
The Sputnik V Vaccine Deal: The botched 2021 attempt to procure Russian vaccines through a Middle Eastern middleman at nearly double the factory price ($19 per dose instead of $10), allegedly without Parliamentary or Public Procurement Authority (PPA) approval.
The Frontier Healthcare Case: The controversial COVID-19 testing contract at Kotoka International Airport, which was heavily criticized for its lack of transparency and the high costs imposed on travelers.
Addressing the public’s demand for accountability, Mr. Kwakye Ofosu disclosed that the former Minister’s arrest took place in late 2025, emphasizing that the legal steps taken so far are substantive.
”Claims that no action has been taken are simply untrue,” the Minister stated. “He has been arrested, interrogated, and cautioned. The process is moving steadily, and he will be taken to court and formally charged in the coming weeks.”

While a 2021 Parliamentary Ad-Hoc Committee found that the Minister had bypassed constitutional requirements, direct punitive action had remained elusive until now.
