Minister for Health, Kwabena Mintah Akandoh, has revealed that the government will need not less than GH₵1.2 billion each year to implement its proposed Free Primary Healthcare policy, highlighting the scale of investment required to improve access to basic health services nationwide.

Speaking at the Government Accountability Series on Monday, April 13, the Minister outlined the financial requirements of the initiative, which aims to broaden healthcare access, especially for people in underserved and rural communities.

Mr. Akandoh explained that the policy is backed by a detailed costing framework, developed through extensive planning to ensure its long-term sustainability. He stressed that the programme is not a stopgap measure but a well-structured intervention supported by clear financial projections.

According to him, the government undertook thorough consultations with stakeholders and health experts to shape both the design and execution of the policy.

This process, he noted, has ensured that the initiative is practical and capable of delivering meaningful results.

He expressed confidence in the programme’s viability, citing the depth of preparation that has gone into it.

“We have carefully costed the policy and estimate that at least GH₵1.2 billion will be required annually to implement it effectively.

This is not a rushed initiative — it is the result of deliberate planning, broad consultations, and solid projections,” he stated.
