President John Dramani Mahama has today signed the 24-Hour Economy Authority Bill, 2025 into law, marking a pivotal moment for his administration’s flagship economic transformation agenda.
The signing took place during a brief ceremony on Thursday, February 19, 2026, just ahead of the 13th Cabinet meeting at the Jubilee House.
Addressing Cabinet colleagues after appending his signature, President Mahama highlighted the importance of the new law in fulfilling a core campaign and governance promise.
”Ghanaians have been waiting for this Bill; it is one of our flagship strategies for economic transformation,” the President remarked.
“Now, we must move from strategy to implementation.”
He acknowledged that while some felt the process was lengthy, the delay was necessary to ensure “due diligence” and to provide a robust legal framework that would effectively support the policy initiative.
With the law now in effect, the President emphasized that the eyes of the global and local business communities are on the government.
He noted that the private sector is eager to see the specific incentive packages such as tax rebates and reduced utility tariffs that will enable businesses to transition to a three-shift system.

“The business sector is waiting, Ghanaian investors are waiting, and foreign investors are waiting,” Mahama added.
“They want to see the package of incentives we can afford so they can invest more, expand productivity, and create more employment for our young people.
The Act establishes the 24-Hour Economy Authority, a specialized body designed to serve as the central coordinator for the policy.
Its primary functions will include:
Ensuring seamless cooperation between government agencies and private businesses.
Addressing security, lighting, and transport needs required for night-time operations.
Streamlining the legal requirements for businesses operating around the clock.
The 24-Hour Economy policy is expected to be the primary driver for job creation in 2026, targeting sectors such as manufacturing, healthcare, hospitality, and technology.
By maximizing the use of existing infrastructure, the administration aims to significantly boost Ghana’s GDP and reduce unemployment.
