The Accra Metropolitan Assembly (AMA) General Assembly has approved a revised 2026 mid-year budget following an upward review of the Assembly’s revenue projections and its Internally Generated Fund (IGF) target.

The revised budget, which seeks to strengthen revenue mobilisation and support additional programmes and infrastructure projects in the second half of the year, represents an increase of approximately GH¢34.65 million, equivalent to 26.76 per cent, over the Assembly’s original 2026 budget.

The revised estimates were presented to the General Assembly on Thursday, August 13, 2026, by the Metro Director of Budget, Mr Noble Atsu Ahadzie, on behalf of the Mayor of Accra.

The mid-year review forms part of the statutory assessment of the Assembly’s revenue performance, expenditure, programmes and projects for the first half of the year, while providing a framework for implementation during the remaining months.

Presenting the revised budget, Mr Ahadzie explained that the exercise was undertaken in accordance with Sections 28(1) and 35(1) of the Public Financial Management Act, 2016 (Act 921).

According to him, the provisions of the law allow for the review of the budgets of Metropolitan, Municipal and District Assemblies and the introduction of supplementary provisions where approved allocations are found to be inadequate or where expenditure items were not captured in the original budget.

He said the review was therefore necessary to reflect the Assembly’s current financial position and adjust its spending and revenue plans to emerging priorities.

Mr Ahadzie noted that the process would enable the AMA to assess its financial performance during the first half of 2026 and make the necessary adjustments to improve implementation in the remaining part of the year.

A key component of the revised budget is the upward adjustment of the Assembly’s IGF target.

The move signals the AMA’s intention to intensify efforts to mobilise revenue from its various internally generated sources to supplement central government transfers and other funding streams.

The increased revenue target is expected to require stronger monitoring of revenue collection, improved compliance among ratepayers and businesses, and more effective mobilisation of resources within the metropolis.

The Assembly’s ability to improve IGF mobilisation is particularly important as it seeks to finance development programmes and infrastructure projects while meeting its operational obligations.

Mr Ahadzie said the mid-year review was also intended to improve the efficiency with which the Assembly mobilises and utilises its resources.

He explained that the review would provide management with a clearer picture of the Assembly’s financial performance and help guide decisions on the allocation of available resources.

The exercise, he added, would also provide technical guidance for the implementation of the revised budget and ensure that expenditure decisions remained aligned with the Assembly’s priorities and available resources.

The revised budget is expected to serve as the financial framework for the AMA’s activities for the remainder of 2026, with attention focused on revenue mobilisation, effective resource utilisation and the implementation of priority programmes and projects.

The approval by the General Assembly clears the way for the Assembly to proceed with the revised revenue and expenditure plans for the second half of the year.
