President John Dramani Mahama has appointed Dr Abdul-Baasit Aziz-Bamba as the Acting Director-General of the Value for Money Office, as part of efforts to strengthen oversight of public expenditure and improve value for money in the use of state resources.

The appointment was announced by the Presidency on Tuesday, September 8, 2026.

According to a statement signed by the President’s Spokesperson and Minister for Government Communications, Felix Kwakye Ofosu, the appointment was made pursuant to Article 195(1) of the 1992 Constitution and Section 14(1) of the Value for Money Office Act, 2026 (Act 1172).

Dr Aziz-Bamba will serve in an acting capacity pending the receipt of the constitutionally required advice from the Governing Board of the Value for Money Office, in consultation with the Public Services Commission.

Dr Aziz-Bamba brings a legal and academic background to the new role.

Before his appointment, he served as a Senior Lecturer at the University of Ghana School of Law. He is also a Harvard-trained lawyer, with experience in legal education and public policy-related issues.

His appointment is expected to provide the newly established Value for Money Office with legal and institutional expertise as it begins to operationalise its mandate.

The Value for Money Office has been established to ensure that public funds are utilised efficiently and that government expenditure produces measurable benefits for citizens.

The Presidency said the Office is mandated to ensure that “every cedi of public expenditure serves the public good.”

The establishment and operationalisation of the Office form part of broader efforts to strengthen accountability in public financial management and ensure that resources allocated to government projects and programmes achieve their intended purposes.

Dr Aziz-Bamba’s appointment is therefore expected to pave the way for the Office to intensify scrutiny of public spending, identify inefficiencies and help curb waste in the management of state resources.

The Presidency described the appointment as an important step towards fully operationalising the Value for Money Office.

It said the Office would play a critical role in strengthening scrutiny of government expenditure and ensuring that public spending translates into tangible benefits for Ghanaians.

The Office is expected to contribute to efforts to promote greater efficiency, transparency and accountability in the implementation of public projects and programmes.

The appointment comes at a time when concerns over the effectiveness and efficiency of public expenditure remain a major issue in Ghana’s public financial management.

By strengthening mechanisms for assessing whether government spending delivers the expected outcomes, the Value for Money Office is expected to complement existing public accountability institutions and contribute to better utilisation of taxpayers’ resources.
