The three major teacher unions have given the government until midday on Thursday, September 24, 2026, to resolve outstanding issues over the placement of teachers promoted in 2025, payment of salary arrears and other unresolved conditions of service.

The unions — the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT) and the Pre-Tertiary Teachers Association of Ghana (PRETAG) — say government has failed to fully implement an agreement reached with them to automatically place all affected teachers and pay the corresponding arrears by the end of September 2026.

In an urgent notice issued on Tuesday, September 22, the unions said the failure to fully implement the agreement had generated frustration and anger among teachers nationwide.

They said the 2025 promotion placements and associated arrears “have not been fully effected”, describing the situation as a violation of the agreement reached with the government.

The unions said the development is “disturbing and disappointing”, particularly given the expectation that the outstanding promotion-related matters would be resolved within the agreed timeframe.

The unions said the concerns go beyond the promotion-related payments, with several outstanding issues affecting teachers still awaiting resolution.

Among them is the renewal of the Collective Agreement, which governs key employment conditions and obligations between teachers and the government.

They also demanded the payment of the Deprived Area Allowance, which they identified as another outstanding matter requiring urgent attention.

According to the unions, the continued delay in addressing these concerns has increased dissatisfaction among teachers and placed growing pressure on their leadership.

The teacher unions have consequently set midday on Thursday, September 24, as the deadline for the government to address the outstanding issues.

They warned that if the concerns are not resolved by the deadline, the union leadership may be unable to restrain teachers from taking further action.

“If by mid-day, Thursday, 24th September, 2026, all the issues are not addressed, the Teacher Unions will not be able to restrain the teachers anymore and whatever happens, the duty bearers should take full responsibility,” the unions stated.

They added: “This is not a threat but a promise.”

The warning signals a potential escalation in the dispute if the government fails to meet the unions’ demands within the specified timeframe.

Despite the firm warning, the unions urged teachers to remain calm and await official instructions from their leadership.

They asked members to follow all directives issued by the unions and participate in any actions that may subsequently be announced.

The development adds to ongoing concerns over conditions of service, promotion-related payments and other outstanding employment matters within Ghana’s pre-tertiary education sector.
