The Minority Caucus has formally petitioned the Speaker of Parliament, Rt. Hon. Alban Bagbin, to recall Parliament for an extraordinary sitting to consider what it describes as urgent matters of national importance.
The memorandum, submitted by First Deputy Minority Whip, Hon. Habib Iddrisu, invokes Article 112(3) of the 1992 Constitution and Order 53 of Parliament’s Standing Orders, citing the required 15% threshold of Members of Parliament.
A key issue raised is the reported seizure of approximately 3.9 tonnes of cocaine in Dunkirk, France, allegedly concealed in a container originating from Ghana. The memorandum calls for Parliament to examine Ghana’s port security, customs and scanning systems, intelligence gathering, narcotics enforcement and border controls.
The proposed parliamentary inquiry would involve relevant institutions, including the Ministries of Interior, Transport and National Security, NACOC, Ghana Ports and Harbours Authority, Ghana Revenue Authority, Immigration Service and National Intelligence Bureau.
The memorandum also references other reported drug seizures since 2025, including seizures at Pedu Junction, Tema Harbour, Australia and France, and calls for Parliament to establish the facts, assess institutional responses and ensure appropriate accountability without interfering with ongoing investigations.
The Minority’s request is for the Speaker to summon Parliament within the constitutionally prescribed period to consider these matters and their wider national-security implications.
