The Ghana Police Command and Staff College in Winneba is set to reopen and resume the admission and training of senior and mid-level police officers after more than 13 years of inactivity.

The reopening is expected to restore the institution to its original mandate while injecting renewed economic and institutional activity into the Effutu Municipality.

According to information sighted by EKAEMEDIA on the official Facebook page of the Effutu Municipal Chief Executive (MCE), Rev. Atta Mensah, the revival of the college follows sustained interventions and support from the Mahama-led administration, the Effutu Municipal Assembly and other key stakeholders.

Rev. Mensah acknowledged the contributions of several individuals and institutions whose efforts, he said, have been instrumental in facilitating the return of the college to active operations.

Among those mentioned were former Effutu parliamentary candidate in the 2024 elections, Dr. James Kofi Annan, the Paramount Chief of Effutu, Nenyi Ghartey VII, as well as other stakeholders who supported efforts to restore the facility.

The MCE disclosed that the college is expected to receive approximately 500 senior and mid-level police officers on Friday, August 21, 2026, as preparations continue ahead of the reopening.

He said efforts were underway to ensure that the facility is ready to accommodate the officers and resume its training activities.

As part of preparations, the MCE’s office, together with the NDC Constituency Executives, has provided 26 streetlight bulbs and deployed field and operational artisans to support ongoing work at the facility.

The Effutu Municipal Assembly has also pledged further assistance, including support for the upgrading of the college’s shooting range and the refurbishment of some buildings and other facilities.

These interventions are expected to improve the operational readiness of the institution as it prepares to welcome personnel after more than a decade of dormancy.

The return of about 500 police officers is also expected to provide a significant boost to economic activity in Winneba.

Businesses within the municipality could benefit from increased demand for accommodation, food, transportation, groceries, printing services and other goods and services associated with the presence of the officers.

Food vendors, provision shop operators, market traders, transport operators, landlords and other small and medium-sized businesses are likely to experience increased patronage.

The increased spending by personnel and visitors to the college could also create a multiplier effect as money circulates among businesses and service providers within the local economy.

For a municipality such as Effutu, the reopening could therefore provide not only an institutional boost but also new opportunities for local businesses and entrepreneurs.

Beyond its potential economic impact, the reopening of the Command and Staff College carries broader significance for the Ghana Police Service.

The institution serves as a key platform for the professional development and training of senior and mid-level police personnel, including leadership, management and operational competencies required for effective policing.

Its return to active operations could therefore contribute to strengthening the capacity of police officers and supporting the development of effective leadership within the Ghana Police Service.

The resumption of training in Winneba also restores an important national institution to its intended purpose after years of inactivity.

The Effutu MCE has expressed appreciation to the individuals, institutions and other stakeholders whose contributions have supported efforts to revive the college.

He expressed optimism that the interventions being undertaken would produce lasting improvements and enable the institution to operate effectively.

With preparations underway, the expected arrival of approximately 500 officers on Friday, August 21, 2026, is set to mark a new chapter for the Ghana Police Command and Staff College in Winneba.

The reopening is expected to bring renewed life to the institution while creating fresh economic opportunities for residents and businesses across the Effutu Municipality.
